What do you mean. Like it doesn't turn on or does the home button not work?

Have you tried restore mode? And if the computer doesn't recognise it try DFU mode.
And have you charged it for a while?

Im thinking it needs a digitizer

Or, could need a new battery. How to tell the difference?

If you can plug it into the computer and the computer recognizes it and it shows up in iTunes either for syncing or restoring, but nothing is on the screen, then it's the digitizer (most likely, but certainly screen related).  Although if it's in DFU mode nothing will show on the screen, so to make sure you have to restore it if iTunes only gives the option to restore saying it has detected an iPod in recovery mode.  If it fails to restore though, then it's the battery (unless iTunes gives a 16xx error, which then there are solutions for that, but one step at a time).

Depending how far along the restore the screen won't show anything. After iTunes says it is done though, and is recognized as a device ready to sync, if there is still nothing on the screen then it is the digitizer (or something relating to that)

Well it may be the digitizer, it's always possible something else display related is broken.  It's just not a battery issue ;)

Just doing a quick search on ebay turned up pretty cheap results, ranging from $6 to $20.  The actual replacement cost I'm not sure about, you might be able to buy the part yourself, and take it into a repair shop, or else just try doing it yourself using the appropriate guide from here:
iFixit iPod touch 2nd Generation Teardowns.

However, as I said, I don't know if it's just the digitizer, or something else you need to replace as well :(

Like Bruan said, It might not be the digitizer, but I would like to say I had the exact same problem after my brother dropped my iPod Touch 2g and replacing the screen and digitizer did the trick. (my screen was broken too)
