I'm guessing this is on whited00r 7...

I am pretty sure there is no accessibility options on 3.1.3, I think that was added in iOS 4.2.1 :(

it must be I'm using WD7 and my question is whether it is possible to re-install this option?

Well you could have been using another firmware ;) People do ask for help with different firmwares, even iOS 5 and 6 sometimes.

Like I said, I don't think it was even in stock 3.1.3 (not that I can test at the moment), which means whited00r 7 won't have it either.
