Put the .app file into /var/mobile/Applications :)

You could have googled it, but I'll tell you any way. You first connect you iPod to you computer and make sure you have the correct drivers installed (if you have iTunes, then it will likely already be installed). Then you need to install an iOS device explorer such as iFunBox (http://www.i-funbox.com/) onto you computer. Then you just go to the System Applications folder by clicking it on the sidebar (my iPod isn't plugged in, so I can't guarantee that that is what it will exactly say) or go into Raw Filesystem and navigate to /var/mobile/Applications. Then open up where you have your .app folder stored on your computer in a separate window. Drag and drop the whole .app folder into the iFunBox window where the System Applications folder is open (showing all your system apps). Then make sure you have OpenSSH installed on your iPod. If not, search for it on Cydia and install it. Then you will be able to change permissions. Go back to your iFunBox window and right click the .app file that you dragged over earlier. Then click permissions and change the octal to 755 or 777 depending on the instructions given by the maker of the app you are trying to install. Hit OK you should be done. Now go back to your iPod and either respring or restart. After doing that, your new app should be on you springboard. Enjoy!
PS: If I wasn't specific enough, feel free to ask. :D
