Consegui!!!
Para quem ja fez o Jailbreak e nao consegue o downgrad..
iphone 3g versao 4.2.1 firmware 6.15.00(fiz jailbreak do 5.15 para 6.15.00)
Agora funciona a operadora e o Cydia!!!
segui o tutorial do site
http://www.blogipad.com.br/tutorial-especial-jailbreak-ios-4-2-1-8c148/
e modifiquei algumas linhas como:(dar CTRL+C and CTRL+V)
25. Quando estiver logado digite os comandos:
apt-get update
apt-get install bsdiff
cd /Applications/Cydia.app/
cp Cydia_ Cydia.bak
bspatch Cydia.bak Cydia_ Cydia.patch
chmod +x+s Cydia_
caso nao de certo pela localizacao da pasta fazer sem o _:
25. Quando estiver logado digite os comandos:
apt-get update
apt-get install bsdiff
cd /Applications/Cydia.app/
cp Cydia Cydia.bak
bspatch Cydia.bak Cydia Cydia.patch
chmod +x+s Cydia

I did it!!
For those who already did not get the Jailbreak and downgrad ..
iphone 3g version 4.2.1 firmware 6:15:00 (did jailbreak 5:15 to 6:15:00)
Now the operator works and Cydia!!
I followed the tutorial site
http://www.blogipad.com.br/tutorial-especial-jailbreak-ios-4-2-1-8c148/
and modified some lines like: (give CTRL + C and CTRL + V)
25. When logged enter the commands:
apt-get update
apt-get install bsdiff
cd / Applications / Cydia.app /
cp Cydia_ Cydia.bak
bspatch Cydia.bak Cydia_ Cydia.patch
chmod + x + s Cydia_
If not sure of the location of the folder do without the _:
25. When logged enter the commands:
apt-get update
apt-get install bsdiff
cd / Applications / Cydia.app /
cp Cydia Cydia.bak
bspatch Cydia.bak Cydia Cydia.patch
chmod + x + s Cydia

Hi,
I saw that many people could not make downgrad, because it is a black screen and / or can not work the cell chip. With the person who posted this tutorial works perfectly.

This isn't anything to do with downgrading basebands though O.o  In fact, the tutorial you linked to is for iPad, which still makes no mention of downgrading a baseband :( (and even if it did, it wouldn't apply to the 3G because of the different hardware/firmwares).

Maybe someone who speaks Portuguese (that is what google translate says the site is in) can translate it better :)  (It looks interesting whatever you posted, I just don't understand it it yet ;) )

Did today 2 times on my iphone 3g to test. Firmware you will find equal to ipad on your CPU.
The commands are the same.
I no longer had more hope as all equal to me. So I tried and it worked. The programs that are used on the ipad are the same as used on iphone 3g 4.2.1 firmware 6:15:00.
