Welcome to the forums :)

Are you factory unlocked?  (just a random question because of your baseband).

So what is the issue here?   Can you access anything on your iPhone?  Your wording makes it seem like one way you turn off your device it will not reboot right, but if you do it another way it will? :o

Did you install any tweaks or anything from Cydia recently?

Was your service working when you did have access to your iPhone?   Try powering it off completely, making sure'it isn't DFU mode, and then hold the up volume key and turn on the device, still holding the up volume key.  Keep holding it for about 10 minuets (it has taken that long for one of my devices that is "bricked" to boot up using that method).  If nothing happens, then you must restore I'm afraid :(

This seems like a really unusual error though, I have never had anyone have something like this before :o

Well glad it is solved :)

So it jumped from being empty of charge to being 30% in two minuets?  There are actually two possible reasons for this, one being that the iPhone charges fast until about 75-80% and then it "trickle charges" the rest of the way (pretty sure about that).  Another is that the percentage is not actually the real percentage, it is just a ballpark figure (rough estimate).  The real percentage could be higher or lower than that. So it isn't a bug, just the way iOS works :)
