It doesn't need to be Apple store. Just go to the any mobile service, they're fixing iPhones too :)

It seems odd that just certain apps don't let you touch there, but other things do, like the slide to unlock and such. 

I would have thought it was a tweak, or restoring to a backup to get data back or something that caused a software bug, but it seems to be hardware because it happens on stock 3.1.3 without any tweaks installed and not restoring from a backup.

Then it seems like software too, because you can touch there for different things but not for others. :o

This has me stumped I'm sad to say :(

Restore in iTunes and make sure you DONT RESTORE FROM A BACKUP

Also remember to save SHSH blobs first.

It looks like you are restoring and putting everything back on your device or using a backup
